Dawid Kruiper Local Municipality
View on WikipediaDawid Kruiper Municipality (Afrikaans: Dawid Kruiper Munisipaliteit) is a local municipality within the ZF Mgcawu District Municipality, in the Northern Cape province of South Africa. It was established after the August 2016 local elections by merging the Mier and //Khara Hais local municipalities.[2] The municipality is named after the San politician Dawid Kruiper.

[edit]According to the 2022 census, the municipality had a population of 125,744 people, representing an increase from 100,498 in 2011. Of these, 70.7% identified as "Coloured," 19.7% as "Black African," and 8.5% as "White."[3]
Politics
[edit]The municipal council consists of thirty-three members elected by mixed-member proportional representation. Seventeen councillors are elected by first-past-the-post voting in seven wards, while the remaining sixteen are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 the African National Congress (ANC) won a majority of eighteen seats on the council.[4][5][6]

The Dawid Kruiper Local Municipality was formed on 6 August 2016 through the disestablishment and merger of the former Mier and //Khara Hais local municipalities, following determinations by South Africa's Municipal Demarcation Board.[10][11][12] This amalgamation took effect after the 2016 local government elections, consolidating administrative responsibilities over a vast area in the Northern Cape's ZF Mgcawu District.[13] The merger aligned with national efforts to restructure municipalities for greater viability, as part of ongoing demarcation processes that reduced the total number of local authorities from over 1,200 in 1994 to 257 by 2016, emphasizing financial sustainability and service delivery efficiency.[14] Prior to the merger, public consultations, including ward meetings in April and May 2016, informed the transition, including naming deliberations.[3] Initial post-merger adjustments involved integrating administrative systems, staff, and development strategies from the predecessor entities, with early integrated development plans noting pending approvals for unified operational frameworks.[15] These steps addressed challenges in aligning governance across diverse rural and semi-urban areas to ensure cohesive service provision.[3]Name origin
The Dawid Kruiper Local Municipality derives its name from Dawid Kruiper, a traditional leader and healer of the Khomani San community in the Kalahari, who served as an advocate for indigenous rights and cultural continuity following apartheid-era displacements.[16] This choice reflects an effort to recognize the enduring presence and contributions of the San people, whose ancestral lands encompass much of the municipality's vast territory, thereby embedding indigenous heritage into local governance identity. The name succeeded those of the predecessor entities, Mier and //Khara Hais municipalities, with the latter's designation originating from a Khoi term signifying "big tree," attributed to early nomadic leaders like Captain Lukas of the Korana tribes.[17]Government and administration
