Noel Christina Frame (born March 26, 1980) is an American politician serving as a Washington state senator for the 36th district. A member of the Democratic Party, she previously served in the Washington House of Representatives, representing the same district.[2][3]

Key Information

She has introduced sectarian legislation in an attempt to make Catholic priests violate the seal of confession, an act which would result in their automatic excommunication,[4] in cases of suspected child abuse or neglect[5] The bill was signed into law following the 2025 legislative session.

Noel Frame is an American politician who serves as a Democratic state senator representing Washington's 36th Legislative District, which includes parts of Seattle. She has represented the district since January 2016, first as a state representative until 2023 and then as senator. Frame is recognized for her advocacy on economic justice, tax reform, affordable housing, and support for vulnerable populations, earning more than 15 awards for her work in areas including youth in foster care and juvenile justice systems, services for individuals with intellectual and developmental disabilities, behavioral health challenges, and economic development. Frame has played a leading role in addressing Washington's tax structure, having chaired the House Finance Committee where she helped pass the state's capital gains tax and now serving as vice chair of the Senate Finance Committee within Ways & Means, where she advances progressive revenue proposals to fund education, community safety, and essential services. Her legislative priorities also include criminal legal system reform, expanding affordable housing, and strengthening diverse communities through efforts to repair institutional harm and support communities of color. Before entering the legislature, Frame worked for nearly 25 years in nonprofit, private, public, and political sectors as a facilitator, organizer, and policy strategist. She is a partner in Uncommon Bridges, a consulting firm focused on organizational development and engagement. She earned both her bachelor's and master's degrees from George Washington University and has lived in Seattle's Ballard neighborhood since 2005 with her husband Jim and young child Holden.
