Tommaso Foti (born 28 April 1960) is an Italian politician of Brothers of Italy serving as Minister of European Affairs (Cohesion policies and PNRR). He represented the National Alliance from 1996 to 2008, The People of Freedom from 2008 to 2013, and Brothers of Italy since 2018.[1] Since 2022, he has served as group leader of Brothers of Italy in the chamber.[2]

Early career in politics

He began his political activity at a very young age, joining the Youth Front (FdG) at the age of 16, the youth organization of the Italian Social Movement-National Right (MSI-DN), in which he subsequently held the position of provincial secretary, member of the National Directorate, and in 1983 member of the National Executive.[3]

In the administrative elections of 1980, he was elected city councilor of Piacenza for the Italian Social Movement, at the age of only 20, being subsequently confirmed in every consultation, also for the National Alliance, for another six terms and remaining in office until 2005.[3]

In the regional elections in Emilia-Romagna in 1985 he was a candidate for the province of Piacenza in the lists of the MSI, but was not elected despite 3106 preferences.[citation needed]

In the political elections of 1987 he was a candidate for the Chamber of Deputies in the Parma-Modena-Piacenza-Reggio nell'Emilia constituency, obtaining 4423 preferences and being the first of the non-elected of the MSI.[citation needed]

In the 1992 political elections he was re-elected in the same constituency, but again with 1577 preferences he was the first of the non-elected.[citation needed]

In 1995 he joined Gianfranco Fini's Fiuggi turning point which led to the dissolution of the MSI-DN and the foundation of the National Alliance. [3]

In the regional elections in Emilia-Romagna in 1995 he was included in the list of the center-right presidential candidate Gianfranco Morra, who however was defeated by the center-left challenger Pier Luigi Bersani: he was therefore not elected councilor.[citation needed]

Election to the Chamber of Deputies

Elected to the Chamber of Deputies on the occasion of the 1996 general elections for the Pole for Freedom (in the National Alliance quota) in the constituency of Piacenza, where he obtained 41.32% and narrowly beat Gianfranco Pasquino (40.97%) and Giorgio Alessandrini of the Lega Nord (17.71%), he became a member of the board of directors of AN in the Chamber of Deputies for the XIII Legislature.[3]

In 1998 he was also appointed deputy mayor of Piacenza with responsibility for the Budget, the Bursar and Taxes and Fees within the center-right municipal council led by Gianguido Guidotti He held the position until 2001, when he had to resign due to the incompatibility between national offices (i.e. the Presidency of the Bicameral) and local administrative positions.[citation needed]

Tommaso Foti was born on 28 April 1960 in Piacenza, Italy. He grew up in his hometown, where he developed early interests shaped by the local environment. Foti completed his secondary education with a scientific high school diploma () at Liceo Respighi in Piacenza in July 1978.

Pre-political professional experience

Before entering formal politics on a full-time basis, Tommaso Foti served as a manager (dirigente) in a prominent agro-food company from 1982 to 1996. In this capacity, he exercised business leadership responsibilities within the , contributing to operational management in Italy's food industry.

Foti began his political engagement in youth organizations, joining the Fronte della Gioventù, the youth wing of the (MSI), at age 16 in 1976. He progressed to leadership roles within the group by 1983. At age 20, in 1980, he was elected as a city councilor in Piacenza for the MSI-DN, securing re-election in six consecutive terms until 2005. In 1998, following a victory in Piacenza's municipal elections, Foti was appointed with delegations for budget, treasury, and taxes, serving until 2001. He also served as a provincial councilor in Piacenza during periods including 1994–1995 and 2004–2011, during which he ran for provincial president in 2004. Later, from 2015 to 2018, he represented as a regional councilor for .

He secured re-elections in subsequent legislatures, including 2001 for the XIV, 2006 for the XV, 2008 for the , 2018 for the XVIII, and 2022 for the , achieving continuous service across six legislatures despite a brief interruption between 2013 and 2018. Foti was elected as President (capogruppo) of 's parliamentary group in the on 9 November 2022, succeeding , and served in the role until 30 November 2024. Prior to his presidency, Foti had held vice-leadership positions within the group, including as vice capogruppo vicario from 18 October to 9 November 2022.

Committee assignments

Foti served as a member of the VIII Commission (Environment, Territory and Public Works) in the across multiple legislatures, including from June 2018 to October 2022 in the XVIII Legislature, from November 2022 onward in the , and earlier terms such as 2008–2013 in the . In October 2022, he was appointed to the Provisional Parliamentary Committee for the Security of the Republic, serving until November 2022. He participated in the Parliamentary Inquiry Commission on the disappearance of and in 2024 as a representative for . Earlier in his career, Foti was a member of the from March to August 1997. In February 2020, he was elected secretary of the Parliamentary Inquiry Commission on the banking and financial system.

Swearing-in and succession

Tommaso Foti was appointed as for European Affairs, the PNRR, and on 2 December 2024 through a decree signed by upon the proposal of Prime Minister Giorgia Meloni. He was sworn in the same day before President Mattarella at the , with Meloni in attendance. Foti succeeded Raffaele Fitto, who resigned on 30 November 2024 to assume the role of Executive Vice-President of the for Cohesion and Reforms. The appointment consolidated Fitto's former delegations under a single minister rather than dividing them. A longstanding ally of Meloni and until recently the leader of the parliamentary group in the , Foti's selection drew praise from the prime minister, who described him as a politician of great experience and ability with a long parliamentary career that positioned him well for the role.

Ministerial responsibilities

As Minister without portfolio, Tommaso Foti holds responsibility for European affairs, the implementation of Italy's National Recovery and Resilience Plan (PNRR), and cohesion policies, coordinating efforts to align national priorities with EU objectives and ensure equitable regional development.
