Stances and opposition activities

Critiques of Congress administration

Bellad has accused the Siddaramaiah-led government of neglecting farmers, particularly in the aftermath of excess rainfall across in 2025, claiming no comprehensive crop damage survey was conducted despite widespread distress. On October 14, 2025, he stated that the administration was effectively offering a "death guarantee" to farmers by failing to provide adequate relief or support measures. In the on August 14, 2025, Bellad highlighted shortages in fertilizer supply, presenting data to argue that the central government's allocations were sufficient but state-level distribution under had faltered, leading to pandemonium during debates. He has criticized the government's fiscal policies, alleging misuse of funds amid proclaimed financial constraints; on June 4, 2025, Bellad pointed to the quiet release of ₹7.5 for unspecified purposes while guarantee schemes were delayed or diluted due to a cited "financial crunch." This echoed broader attacks on the administration's guarantee schemes, which he linked to a deepening fiscal , as evidenced by a MLA's admission in July 2025 that prompted opposition backlash. Bellad further contended in October 2025 that development projects had stalled into a "mirage" under rule, with the government resorting to political theatrics—such as protests—to mask administrative failures and ignore core issues like farmer welfare and infrastructure. He extended this to policy inconsistencies, such as the June 2025 ban on bike taxis in Bengaluru, which he described as evidence of lacking foresight in urban mobility and .

Positions on cultural and communal matters

Arvind Bellad has consistently advocated for Hindu unity, accusing the state government of efforts to divide through caste-based policies. On September 21, 2025, he stated that the government was attempting to fragment Hindu society and urged Veerashaiva-Lingayat and other communities to identify explicitly as Hindu in religious contexts, irrespective of internal denominational labels. He has opposed government actions perceived as discriminatory against Hindu religious sites, criticizing a 2024 circular from the tourism department that barred funding for development around Hindu pilgrim places while allowing it for minority sites, arguing that is integral to India's . Bellad has expressed concerns over minority reservations and influence in Hindu institutions. In October 2022, he demanded the withdrawal of 4% job and education reservations allocated to under the OBC category, proposing their redistribution to Hindu communities such as Lingayats, Kurubas, and Marathas, whom he argued faced greater socio-economic disadvantages. Regarding temple administration, he opposed amendments to the Karnataka Hindu Religious Institutions and Charitable Endowments Bill in February 2024, warning that including non-Hindus or government officials from other faiths on Hindu temple boards could undermine religious autonomy and lead to mismanagement. In April 2025, he endorsed the (Amendment) Bill as a significant reform to address encroachments and improve transparency in Muslim endowment properties. On interfaith practices at public events, Bellad has criticized perceived protocol violations favoring Islamic elements. Following a Quran recitation at a government function in on October 9, 2025, he condemned the event for replacing official banners with symbols and allowing unscripted religious recitals without adherence to secular norms, demanding legal action against organizers. He has also prioritized Hindu sentiments in temple vicinities, stating in April 2022 after vandalism of Muslim vendors' stalls near a temple that such sites must respect devotee expectations regarding attire and practices, emphasizing, "It's a —how will Hindu devotees feel?" Bellad led protests against alleged forced conversions in December 2021, questioning why Christian groups opposed anti-conversion legislation while defending a pastor accused of proselytizing. His positions have drawn accusations of fostering communal division from Congress leaders, particularly after a BJP-led homa ritual protest in October 2025, where they claimed Bellad distorted facts to incite Hindu-Muslim tensions over religious endowments. Bellad has countered such critiques by framing government policies as appeasement-driven, including alleged targeting of Hindus over cultural symbols like tiger claw lockets in October 2023.

Controversies and public disputes

Protests against protocol breaches

In October 2025, Arvind Bellad, a (BJP) MLA from Hubli-Dharwad in and Deputy Leader of the Opposition in the state assembly, protested what he described as protocol violations during a event in Hubballi. The event, organized by the Hubballi-Dharwad on October 8, featured the recitation of verses from the on stage, alongside allegations of replacing official government banners with those bearing the party symbol and local leaders' images. Bellad contended that such religious recitations and partisan displays breached government protocols for publicly funded events, which prohibit the promotion of specific religions or political symbols, and demanded legal action against the organizers, including the Deputy Commissioner. On , Bellad led BJP workers in a symbolic protest outside the Deputy Commissioner's office in , conducting a known as "Mulla Moksha Homa," a fire ceremony involving priests chanting Hindu shlokas intended as a purification rite in response to the alleged desecration of secular protocol. He accused the Congress-led state government of transforming a civic program into a political rally using public funds, emphasizing that the inclusion of religious elements violated established norms for official functions. Congress leaders, including those from the ruling administration, countered that the event included recitations from both Hindu and Islamic texts in line with local traditions of inclusivity and accused Bellad of distorting facts to incite communal tensions. They argued that no protocol was breached, as the program reflected the district's diverse cultural practices, and criticized the BJP's homa as an attempt to communalize a routine municipal gathering rather than addressing substantive governance issues. The incident highlighted ongoing partisan disputes over the secular conduct of government events in Karnataka, with Bellad framing his actions as a defense of administrative impartiality.

Statements on foreign incidents and domestic politics

Bellad drew controversy in March 2022 following the death of Indian medical student Naveen Shekharappa Gyanagoudar amid the Russia-Ukraine conflict, when he remarked to reporters that the space required to transport one deceased body by flight could instead evacuate eight to ten living students, prioritizing the latter amid evacuation challenges. The statement, made while noting ongoing efforts to repatriate the body, was criticized as insensitive by opposition figures and media outlets, though Bellad maintained it reflected logistical realities in wartime rescues. In September 2021, Bellad attributed rising fuel prices in to the takeover in , asserting the crisis disrupted global oil supplies and contributed to domestic inflation. analyses disputed the direct causal link, noting fuel price surges predated the Afghan events and stemmed primarily from international crude oil volatility, taxes, and rupee depreciation; Bellad later clarified his intent was to highlight how international geopolitical shifts broadly affect oil markets. On domestic politics, Bellad has frequently criticized the Congress-led Karnataka government under Chief Minister Siddaramaiah, accusing it in October 2025 of staging "political drama" to mask administrative failures, including neglect of farmers facing distress and inadequate infrastructure development. He urged Congress leader B.K. Hariprasad to avoid inflammatory remarks against the Rashtriya Swayamsevak Sangh (RSS), arguing such statements undermine national unity. In July 2025 interviews, Bellad lambasted the state of 's bureaucracy and judiciary, claiming officials often prioritize personal commissions over public service and that political interference hampers governance efficiency. Bellad has also raised alarms over perceived security lapses involving foreign elements domestically, warning in May 2025 of reports indicating Pakistani nationals and other suspicious individuals frequenting mosques and public spaces in Hubballi-Dharwad, urging heightened vigilance despite police denials of confirmed foreign presence. These comments aligned with his broader advocacy for robust internal security amid cross-border tensions.

Personal allegations and responses

Abdul Hameed, a former employee of Arvind Bellad's company from 2007 to 2012, alleged that Bellad had issued life threats against him through close aides amid a long-standing dispute over unpaid and benefits. Hameed claimed he was physically attacked on July 23, 2015, shortly after demanding the payments, and linked the threats to an ongoing criminal case (CC No. 1669/2016) and a false proceeding in a Bengaluru special court. JD(S) Gururaj Hunasimarad publicly amplified the accusation on August 1, 2024, demanding police protection for Hameed ahead of his on August 7, citing repeated indirect and inaction by authorities despite prior complaints to police and the Home Minister. No formal charges were filed in this instance, and Bellad issued no public response or denial reported in connection to these claims. On June 10, 2024, Old Hubballi police registered an against Bellad, Hubballi-Dharwad Satish Hanagal, and activist under IPC Sections 504 (intentional insult with intent to provoke breach of peace), 506 (criminal intimidation), and 34 (acts done by several persons in furtherance of common intention). The complaint stemmed from RTI applicant Parashuram Ashok , an , who accused the trio of threatening him to withdraw his query into alleged illegal issuance of possession letters by the State Slum Development Board for SC/ST vacant lands in Krishna Colony, Anand Nagar. Davanagere's grievance arose after a public meeting on December 30, 2023, and escalated to the Fourth ACJM and JMFC court, which directed police investigation.
