Establishment
Purnea University was established through an amendment to the Bihar State Universities Act, 1976 (Bihar Act 23 of 1976), via the Bihar State Universities (Amendment) Act, 2016 (Bihar Act 13 of 2016), which was enacted and notified on August 17, 2016.[4] This legislative change authorized the creation of the university to address regional educational needs in Bihar.[1] The official establishment occurred on March 18, 2018, when the university was carved out through bifurcation from Bhupendra Narayan Mandal University in Madhepura, as per a notification by the Bihar state government.[1] This separation transferred affiliated colleges and resources to form an independent institution headquartered in Purnia.[1] The university's jurisdiction encompasses the Purnia division, covering the districts of Purnia, Araria, Kishanganj, and Katihar.[1] Its initial purpose was to improve access to higher education in the Seemanchal region of Bihar, a historically underserved area with low literacy rates and limited institutional infrastructure.[1] The state government, under Chief Minister Nitish Kumar, played a key role in promoting the university's founding as a model for regional development.[5]Key Developments
Following its establishment in 2018 through bifurcation from Bhupendra Narayan Mandal University, Purnea University quickly advanced its administrative framework by appointing its first vice-chancellor and initiating core operational structures later that year.[6][7] In August 2018, the university received recognition from the University Grants Commission (UGC) under Section 2(f).[8] In 2019, the university launched its initial undergraduate and postgraduate programs, beginning with online admissions for PG courses in subjects such as physics, chemistry, mathematics, botany, zoology, Maithili, and others, marking the start of academic sessions under its independent oversight.[9] By 2023, Purnea University introduced PhD programs, opening admissions in disciplines including Hindi, Sanskrit, Urdu, English, Maithili, economics, history, and sociology to bolster advanced research capabilities.[10] The university held its inaugural convocation in June 2024, where gold medals were awarded to 87 top-performing students across various sessions, including postgraduate (2018-20 to 2021-23), PhD, and MBA programs.[11][12] By 2025, the institution expanded its offerings to include vocational courses such as BCA and BBA, with admissions commencing for the 2024-27 session to address skill-based education needs in the region.[13] In January 2025, Prof. Vivekanand Singh was appointed as the new vice-chancellor.[14]Administration
Leadership
The Chancellor of Purnea University is the Governor of Bihar, who serves as the ceremonial head of the institution. As of November 2025, Arif Mohammad Khan holds this position, having been sworn in on January 2, 2025.[15][16] The Vice-Chancellor is the principal academic and executive officer, responsible for the day-to-day management of the university, implementation of policies, and representation in external affairs. Prof. Vivekanand Singh was appointed Vice-Chancellor on January 9, 2025, succeeding previous leadership to oversee academic programs and operational functions.[17][18][14] The Pro-Vice-Chancellor assists the Vice-Chancellor in administrative and academic duties, particularly in regional coordination and oversight of constituent colleges. Prof. Pawan Kumar Jha serves in this role, with contact details including email at [email protected] and mobile at 9431077111.[19][20] The Registrar manages administrative operations, including record-keeping, examinations, and compliance with university statutes. Dr. Pranay Kumar Gupta holds this position, reachable at [email protected] or via the university's general contact at 06454-223223.[21][22]Governance Structure
Purnea University operates under the framework established by the Bihar State Universities Act, 1976, which outlines its key governing bodies including the University Syndicate, Academic Council, and Finance Committee. The Syndicate serves as the principal executive authority, responsible for managing the university's properties, administering funds, and regulating the execution of programs and schemes approved by the Academic Council; it consists of the Vice-Chancellor as chairperson, Pro-Vice-Chancellor, select deans, nominated teachers, and representatives appointed by the Chancellor. The Academic Council functions as the primary academic body, overseeing teaching, examinations, and research policies, with composition including the Vice-Chancellor, Pro-Vice-Chancellor, all college principals, elected teacher representatives, and nominees from the Chancellor and state government. The Finance Committee advises on budgetary matters, comprising the Vice-Chancellor as chairperson, the financial advisor, a state government officer, and nominees from the Syndicate and Chancellor, ensuring fiscal oversight and examination of annual estimates before Syndicate approval.[23][24][25] Affiliation of colleges to Purnea University follows procedures mandated by the Bihar State Universities Act, 1976, involving applications submitted via the state government's College Affiliation Portal, followed by inspections to verify infrastructure, faculty, and compliance with academic standards; permanent affiliation requires Syndicate approval after provisional status and periodic reviews, while professional colleges such as those offering B.Ed., engineering, and law programs must also secure recognition from regulatory bodies like NCTE, AICTE, and BCI. Accreditation processes for affiliated colleges emphasize adherence to UGC guidelines and NAAC assessments, with the university facilitating quality enhancement through oversight by the Academic Council.[26][27] The state government of Bihar plays a central role in the university's funding and policy formulation, providing annual grants through the Department of Education for salaries, infrastructure, and operations; for instance, in the 2025-26 budget, the education sector received Rs 60,964 crore, supporting state universities like Purnea University with allocations for constituent colleges and development initiatives. Policy oversight includes directives on curriculum alignment and equity measures, with the Chancellor (Governor of Bihar) exercising appellate authority over university decisions.[28][29] Equity policies at Purnea University align with the Government of Bihar's reservation framework under the Bihar Reservation of Vacancies in Posts and Services Act, 1991 (pre-2023 provisions, as the 2023 amendments increasing quotas to 65% were struck down by the Patna High Court in June 2024 with the matter under appeal in the Supreme Court), providing 16% for Scheduled Castes, 1% for Scheduled Tribes, 33% for backward classes (subdivided into 18% for Extremely Backward Classes, 12% for Backward Classes, and 3% for Other Backward Classes), and 10% for Economically Weaker Sections in admissions and faculty appointments; additionally, a 35% horizontal reservation applies to women across categories to promote gender inclusion (domicile in Bihar required as of July 2025). These policies ensure affirmative action in student enrollment and recruitment, monitored by the Syndicate and Academic Council.[30][31][32]Campus and Facilities
Location and Layout
Purnea University is situated in Pratap Nagar, Purnia, Bihar, India, at the heart of the Seemanchal region in northeastern Bihar, which serves as a key educational and administrative center for the area.[1] The main campus is located near Purnea College and Purnia Court railway station, integrating into the urban fabric of Purnia while providing access to surrounding rural expanses.[7] This positioning at the urban-rural interface supports the university's role in serving a diverse student population from the region.[3] The campus layout currently operates from facilities at Purnea College, encompassing administrative blocks, academic buildings, and open spaces across approximately 47 acres, with a dedicated university campus under development on a 37-acre plot near Purnia airport as of 2023.[33][34] Planned expansions include dedicated zones for administration, academics, and residential areas to accommodate growing needs.[1] Constituent colleges under Purnea University are distributed across the four districts of the Purnea Division, with Purnia district acting as the central hub hosting the primary administrative and several key institutions, while Araria, Kishanganj, and Katihar districts include additional colleges to ensure regional coverage.[1] This decentralized structure facilitates accessible higher education throughout the division.[35] The campus benefits from strong connectivity, being proximate to National Highway 27, which links Purnia to major cities like Patna and Siliguri, and to Purnia Junction railway station for efficient rail access across Bihar and beyond.[3]Infrastructure and Services
Purnea University provides separate hostel accommodations for male and female students across its facilities. These hostels feature essential amenities such as shared messes offering hygienic meals, Wi-Fi connectivity for academic purposes, and basic furnishings including beds, study tables, and storage units. Regular maintenance and security measures ensure a safe living environment, supporting students from affiliated and constituent colleges.[36][37] The central library serves as a key resource hub, housing textbooks, reference materials, journals, and periodicals. It offers digital access through INFLIBNET, enabling students to utilize e-journals, databases, and online repositories for research and study. The library operates with extended hours and includes reading rooms to facilitate quiet study spaces.[38][7] Additional facilities include a multi-purpose auditorium used for lectures, cultural events, and convocations; a gymnasium equipped for indoor fitness activities; a medical center providing basic healthcare services like first aid, consultations, and emergency referrals; a cafeteria offering affordable meals; and sports grounds supporting cricket, volleyball, and other outdoor games.[36][38] IT infrastructure encompasses computer laboratories for practical sessions and coursework, campus-wide Wi-Fi coverage, and e-learning portals integrated with university resources for virtual classes and assignments.[37][36] The campus incorporates sustainability efforts, including solar panels for renewable energy generation and rainwater harvesting systems to promote water conservation. These efforts align with environmental goals and reduce operational costs.[39]Academics

The admission process at Purnea University for undergraduate (UG), postgraduate (PG), and doctoral (PhD) programs is conducted primarily through merit-based selection, with applications submitted online via the Samarth portal. For the 2025-2026 academic session, UG admissions commenced in June 2025, with merit lists released in July and August, followed by counseling for seat allocation. PG admissions opened on September 30, 2025, with extensions to the application period and the first cut-off list published on November 1, 2025. PhD admissions typically follow a separate cycle, with entrance tests and interviews scheduled post-PG processes, adhering to Bihar state guidelines for reservations and equity.[46][52][53] For UG programs, eligibility requires candidates to have passed the 10+2 examination from a recognized board with a minimum of 45% aggregate marks (40% for SC/ST categories and 35% for PwD). Admission is based on merit derived from qualifying examination scores, without a mandatory entrance exam for most courses, though select professional programs may involve university-specific tests. Reservations follow Bihar government norms, allocating 18% for Extremely Backward Classes (EBC), 12% for Backward Classes (BC), 16% for Scheduled Castes (SC), 1% for Scheduled Tribes (ST), 35% horizontal reservation for women, and 3% for PwD across categories. The application fee is INR 600 for general/OBC candidates and INR 300 for SC/ST/PwD, payable online during registration on the Samarth portal, with counseling rounds conducted for final seat allotment based on merit ranks.[54][55][56] PG eligibility mandates a bachelor's degree in the relevant discipline with at least 45% marks in the honors subject (or 55% in subsidiary/pass courses if honors is unavailable), relaxed to 40% for SC/ST candidates. Selection is merit-based on undergraduate performance, with no centralized entrance like CUET-PG required for standard programs; however, cut-off lists are prepared category-wise via the Samarth portal. The 2025 session saw multiple merit lists and spot counseling in October for remaining seats, ensuring adherence to Bihar's reservation policy as outlined above. Application fees range from INR 500 to INR 1,000, depending on the program, and include provisions for online document verification during the process.[52][49][56] PhD admissions require a master's degree with a minimum of 55% marks (50% for SC/ST/OBC/PwD), followed by qualification in the university's PhD Admission Test (PAT) or national exams such as UGC-NET, JRF, or SET, culminating in a personal interview. The 2025 process emphasizes research aptitude and document verification, with reservations aligned to Bihar norms including supernumerary seats for specific categories. Applications are submitted online, with fees around INR 1,000, and the timeline typically spans late 2025 into early 2026, integrating counseling for supervisor allocation.[49][57][56]Colleges
