The list of radio stations in Oregon comprises all full-service AM and FM radio stations, as well as low-power FM (LPFM) stations, licensed by the (FCC) to broadcast to communities across the U.S. state of . These stations operate under FCC regulations governing , power limits, and content standards, serving a diverse from the urban Portland metropolitan area to remote rural regions in . Oregon's radio landscape includes over 150 commercial stations, primarily focused on music, news, talk, and formats, alongside dozens of non-commercial educational and stations affiliated with networks like and providing local community programming. The state's major radio markets—Portland, Eugene-Springfield, Salem, and Medford—host the highest concentrations of outlets, with Portland alone featuring more than 50 stations to cater to its 2.5 million residents (as of 2024). Non-commercial stations, including those operated by universities and tribal entities, play a key role in delivering educational content, , and emergency alerts; however, the shutdown of the in September 2025 following federal funding cuts has significantly impacted their operations, particularly affecting rural and tribal access. LPFM stations, limited to 100 watts and serving localized audiences, have expanded since the FCC's 2000 creation of the service, enabling nonprofit groups, churches, and indigenous communities to broadcast hyper-local content without competing with full-power signals. Overall, Oregon's radio stations reflect the state's geographic diversity, with signals often extending into neighboring states like Washington and due to the FCC's contour-based licensing.

Background and Context

History of Radio Broadcasting in Oregon

The history of radio broadcasting in Oregon began in the early 1920s with experimental transmissions tied to telegraphy advancements and amateur operations. (now ) received a broadcast license for its 50-watt station KFDJ on December 7, 1922, marking one of the state's initial forays into organized radio, with its first program featuring a concert by the Corvallis High School orchestra in 1923. Shortly thereafter, the Portland-based Oregonian newspaper launched on March 25, 1922, establishing it as 's first commercial station and pioneering regular programming that included news, music, and public service announcements. These early efforts reflected a broader national trend of radio evolving from hobbyist experiments to a medium for , with stations like quickly affiliating with national networks such as in 1927 to expand content reach. The of the 1930s brought economic pressures that led to consolidations among Oregon's radio outlets, as advertising revenues plummeted and smaller stations merged or ceased operations to survive. For instance, the Oregonian's ownership of integrated print and broadcast content to sustain viability, exemplifying how newspapers used radio to broaden appeal during financial hardship. Radio also played a critical role in emergency communications during natural disasters in the 1930s, demonstrating the medium's . This era saw programming shift from diverse general entertainment to more focused formats, laying groundwork for niche developments like rural broadcasts in . World War II halted much expansion, but the postwar period ignited an FM radio boom in the late 1940s, offering superior sound quality and prompting stations like Portland's KPRA to launch as one of the area's third FM outlets in 1947. The introduction of television in the 1950s, with Oregon's first VHF station signing on in 1952, compelled radio to adapt by emphasizing portable, music-driven formats over dramatic storytelling, which migrated to the visual medium. By the 1960s and 1970s, public radio surged with the establishment of in 1970, leading to affiliates like KLCC in Eugene, which began stereo broadcasts in 1968 and affiliated with NPR in 1971 to serve educational and community needs. Formats evolved further, with progressive talk and music emerging in urban Portland while country dominated rural east, reflecting regional cultural identities; post-1970s, Native American communities founded stations like KQCF in Chiloquin in 2011 for tribal languages and issues, and Hispanic groups established outlets to address immigrant experiences. The 1980s saw experiments with satellite technology to improve rural coverage, including NASA-backed initiatives for portable radio-telephone services that influenced broader mobile broadcasting concepts in remote areas. Deregulation via the profoundly impacted ownership in the 1990s, enabling conglomerates to acquire multiple stations and reducing independent operators by about 30 percent nationwide, a trend that consolidated Portland and Eugene markets while homogenizing some formats. Entering the , Oregon stations transitioned to digital technologies, with implementations starting around 2003 to multicast additional channels, though adoption remained limited; simultaneously, online streaming grew, allowing traditional broadcasters to extend reach beyond terrestrial signals and adapt to internet-driven listening habits. In 2025, proposed federal cuts to funding raised concerns for 's non-commercial and tribal stations, potentially affecting rural access.

Regulatory Framework and Licensing

Radio broadcasting in Oregon is primarily regulated at the federal level by the Federal Communications Commission (FCC), which oversees the licensing of all commercial and non-commercial stations through a structured application process. To obtain a license, applicants must file electronically using FCC Form 314 for assignment/transfer or Form 315 for construction permits, demonstrating compliance with technical, financial, and public interest criteria; the process typically involves public notice periods, potential auctions for available spectrum, and FCC approval, which can take several months to years depending on the market and any competing applications. For FM stations, the FCC designates power classes such as Class A (up to 6 kW effective radiated power, serving smaller communities), Class B (up to 50 kW, for larger markets), and Class C (up to 100 kW, for wide-area coverage), which determine coverage contours and interference protections. In contrast, AM stations operate under channel classifications including clear channels (primarily Class A, with up to 50 kW power for national reach without interference), regional channels (Class B, 1-50 kW for medium coverage), and local channels (Class C or D, lower power for community service), allocated to prevent co-channel interference across the U.S. At the state level, Oregon lacks direct regulatory authority over broadcasting, as this remains a federal domain, but the Oregon Association of Broadcasters (OAB) plays a key advocacy role by representing station owners in legislative matters, providing compliance training, and coordinating with the FCC on issues like spectrum policy and emergency alerting. For stations on tribal lands, such as those operated by Native American communities in , the FCC requires coordination with tribal governments under its tribal priority policy, ensuring licenses respect sovereignty while adhering to federal technical standards; examples include stations serving the Confederated Tribes of the Warm Springs. Additionally, environmental reviews for radio tower placements, mandated by the (NEPA), are particularly stringent in Oregon's coastal and forested regions, involving assessments for impacts on wildlife, wetlands, and seismic risks through FCC environmental notices and potential state consultations with agencies like the Oregon Department of Fish and Wildlife. Fundamental to operations are FCC frequency allocations, with AM stations assigned channels from 540 kHz to 1700 kHz in 10 kHz increments and FM from 88 to 108 MHz in 200 kHz increments (or 100 kHz in some expanded bands), designed to minimize interference nationwide. Stations must maintain public inspection files—both online via the FCC's Online Public Inspection File (OPIF) system and at the main studio—containing licenses, ownership reports, political ads, and EEO data, with non-compliance risking fines or license revocation. The U.S. has transitioned toward primarily via ( technology), with FCC authorization for FM hybrid digital operations since 2007 and full digital by 2020s mandates for voluntary adopters, enhancing capacity without new . Recent expansions of low-power FM (LPFM) stations stem from the Local Community Radio Act of 2010, which eliminated third-adjacent channel protections; this led to a third LPFM filing window in 2021 and ongoing rule updates in the 2020s to facilitate more community-based licenses. As of 2025, holds approximately 250 full-power radio licenses, reflecting limited availability in its diverse terrain. Non-compliance, such as indecency violations under 18 U.S.C. § 1464, incurs FCC fines up to approximately $550,000 per violation (adjusted annually for inflation), as seen in enforcement actions against stations airing prohibited content during certain hours.

Radio Markets and Coverage

Major Metropolitan Markets

Oregon's major metropolitan radio markets are defined primarily by Nielsen rankings, which measure population and potential listening audience to determine market size and commercial viability. These markets account for the bulk of the state's radio and listener engagement, driven by urban concentrations in the and . The Portland–Vancouver–Hillsboro market holds the 22nd national ranking as of Fall 2025, encompassing roughly 2.5 million listeners across its metro area spanning Oregon and Washington. This dominance is underscored by the presence of over 30 full-power stations, supporting diverse formats from news-talk to contemporary hits that cater to a broad demographic. The Eugene–Springfield market ranks 145th nationally as of Fall 2025, serving approximately 341,000 listeners in a region shaped by its university-centric economy. As a , it features significant influence from University of Oregon-affiliated stations like KWVA and KWAX, which emphasize student-run programming, , and community-focused content that resonates with younger audiences and local events. Further south, the Medford–Ashland market, ranked approximately 197th, reaches about 210,000 listeners and operates as a cross-border hub, with signals extending into to capture listeners in adjacent rural areas. This positioning amplifies its role in regional advertising, particularly for industries like timber and . Salem, located within the Portland metropolitan area, supports local stations serving around 300,000 listeners in the agriculturally rich Willamette Valley, though it lacks a distinct national Nielsen ranking. Economic drivers such as wine production, berry farming, and agritourism—generating nearly $1 billion annually—bolster ad revenue for stations targeting rural and suburban consumers. Across these markets, geographic challenges like the Cascade Mountains create signal overlap limitations, restricting seamless coverage between western and eastern Oregon and necessitating translator networks for extended reach. Radio in these areas proved vital during crises, such as the 2020 wildfires that scorched over 1 million acres, where stations delivered real-time evacuation alerts, traffic updates, and health advisories despite infrastructure disruptions like destroyed sites. By 2025, audience metrics highlight a surge in digital engagement as platforms integrate online access to traditional broadcasts, appealing to mobile users amid overall AM/FM growth.

Rural and Smaller Markets

Rural radio markets in Oregon encompass less densely populated regions outside the major metropolitan areas, serving communities in central, coastal, eastern, and reservation-based locales where broadcasting plays a pivotal role in local connectivity. The Bend-Redmond market, ranked approximately 198th nationally as of 2024 with a of around 186,000, exemplifies a mid-sized rural hub focused on locally owned stations that emphasize regional content. Smaller coastal areas like , unranked in national metrics due to its limited size, rely on stations covering and economies, while eastern markets such as Pendleton-La Grande combine for roughly 30,000 residents across sparse agricultural and ranching zones. Tribal markets on reservations, including those operated by the Confederated Tribes of the Warm Springs (KWSO 91.9 FM) and the Confederated Tribes of the Umatilla (KCUW-LP 104.1 FM), provide culturally specific programming to Indigenous communities, often integrating Native languages and traditions. These markets face distinct operational hurdles, particularly signal propagation issues in Oregon's rugged mountainous terrain, where natural barriers like the Cascade and Ranges frequently disrupt transmissions, limiting coverage to isolated valleys and requiring strategic tower placements. To extend FM signals into remote areas, stations commonly employ translator networks, low-power that rebroadcast primary signals to fill gaps in rural and hilly locales, as seen in networks serving southern and coastal . Financial pressures exacerbate these challenges, with lower advertising revenues in low-population areas prompting increased reliance on agreements since the 2010s, allowing smaller operators to pool resources for programming and sales without full mergers, alongside 2025 federal funding cuts to the that threaten up to 40% of budgets for rural and tribal stations. Beyond obstacles, rural Oregon radio fulfills essential community functions, including dedicated agricultural reporting through affiliates of networks like the Ag Information Network of the West, which deliver market updates, weather forecasts, and farming insights tailored to ranchers and growers in eastern and central regions. Stations also serve as critical conduits for emergency alerts, broadcasting real-time warnings for wildfires and floods via the , a role highlighted during Oregon's 2025 fire season where public radio provided evacuation orders and safety information to off-grid listeners despite the season being relatively mild with 340,000 acres burned. The expansion of low-power FM (LPFM) stations has further empowered underserved groups, with growth in rural areas supporting farmworker communities through bilingual programming from affiliates like Radio Bilingüe, addressing language barriers and cultural needs in agricultural zones. Listenership in these markets remains resilient amid broader audio shifts, with rural audiences spending more time with AM/FM radio than urban counterparts—averaging higher daily engagement—despite a national podcast surge; however, federal cuts in 2025 have strained operations, prompting some stations to crossover into for supplementary reach and revenue.

Active Radio Stations

AM Stations

AM radio stations in Oregon broadcast across the medium-wave band from 530 kHz to 1700 kHz, serving diverse audiences with formats such as news/talk, sports, religious programming, , and regional Mexican music. These stations play a crucial role in the state's media landscape, particularly due to AM's technical characteristics that enable reliable long-distance communication. At night, AM signals often propagate via , bouncing off the to extend coverage far beyond the groundwave range achieved during daylight hours, facilitating statewide information sharing and emergency alerts. In the 2020s, the (FCC) has pursued AM revitalization initiatives to sustain the band's viability, including rules allowing voluntary transitions to all-digital modulation for enhanced audio quality without sacrificing coverage and expanded use of FM translators to bolster signals in urban areas. These efforts underscore AM's enduring importance for public safety, as stations remain operational during power outages and natural disasters, providing vital emergency information through the (EAS). The table below presents a comprehensive list of active AM radio stations in , sorted by frequency. Details include , , format, and owner. Power output typically ranges from 0.25 kW to 50 kW daytime (with reductions at night for many stations to mitigate interference), as exemplified by KEX in Portland at 50 kW (news/talk, owned by ) and KWRO in Coquille at 5 kW daytime (news/talk, owned by Bicoastal Media). Unique features, such as clear-channel or high-power status for broader reach, are noted where applicable (e.g., KEX operates as a dominant regional station on 1190 kHz). FM and Low-Power FM Stations

Oregon's FM and low-power FM (LPFM) stations operate in the VHF band from 88 to 108 MHz, providing high-fidelity audio transmission that supports music-oriented formats, distinguishing them from AM stations' emphasis on talk and news. As of 2025, the state hosts approximately 150 active FM and LPFM stations, licensed by the (FCC) under classes such as A (up to 6 kW ), B (up to 50 kW), and C (up to 100 kW), with LPFM limited to 100 watts or less for community and local programming. These stations serve urban centers like Portland and Eugene as well as rural areas, often using translator networks to rebroadcast signals into valleys and mountainous regions where direct coverage is challenging, such as the Coast via organizations like West Lane Translator Inc. FM stereo broadcasting was introduced nationwide in the early , with the FCC approving the standard on April 18, 1961, enabling simultaneous left and right audio channels for enhanced music reproduction; this innovation spurred FM's growth in , where stations adopted stereo to compete with AM's dominance. By 2025, about 21% of U.S. commercial FM stations, including several in , broadcast in , offering digital sidebands for additional channels and improved sound quality without subscription fees. Non-commercial FM stations, often educational or public, comprise a significant portion in , while commercial outlets focus on genres like (AAA), , and contemporary hits; LPFM stations emphasize hyper-local content, such as community events and tribal programming. The following table presents representative active FM and LPFM stations in Oregon, sorted by frequency, with details on call sign, city of license, effective radiated power (ERP), format, and owner. These low-power outlets, authorized by the FCC since , prioritize non-commercial, local voices without competing directly with full-power stations. Translator networks further enhance FM reach, with over 100 in rebroadcasting primary signals into isolated valleys like those in the Willamette and Rogue regions.

Defunct and Historical Stations

Notable Defunct Commercial Stations

Several notable commercial radio stations in Oregon have ceased operations over the decades, often due to regulatory actions, financial pressures, or shifts in the landscape, leaving gaps in and advertising opportunities. These closures highlight the vulnerability of commercial outlets, particularly in smaller markets where economic downturns like the lingering effects of the 2008 recession exacerbated mergers and ownership changes, reducing the diversity of voices available to communities. For instance, format flips in the , such as those affecting Portland's rock stations, effectively ended long-standing musical identities as owners pivoted to more profitable genres like adult contemporary, contributing to a perceived "defunct" status for beloved formats even if the licenses persisted. One prominent example is KISN (910 AM), a top-40 rock station licensed to , but serving the Portland market from studios in . Launching in as a high-energy hit music outlet, it became one of the most popular stations in the region during the and , known for its vibrant promotions and role in shaping through and pop programming. However, in 1976, the FCC revoked its due to violations involving undisclosed connections to political candidates and other indiscretions by its owner, the Star Stations group, leading to an abrupt shutdown after 17 years on air. The closure not only silenced a key player in Portland's scene but also resulted in significant local advertising losses, as businesses reliant on the station's youth demographic shifted to surviving competitors. Post-closure, the frequency remained unused for years, with spectrum reallocation eventually assigning it to other services. In rural coastal areas, the 2024 shutdown of five stations owned by Yaquina Bay Communications marked a major blow to local after 75 years of operation. The group included KBCH (1400 AM, Lincoln City), KNPT (1310 AM, Newport), KCRF-FM (96.7 MHz, Lincoln City), KNCU (92.7 MHz, Newport), and KWDP (820 AM, Waldport), which aired a mix of , adult standards, and news-talk formats tailored to coastal listeners. Operations ceased on January 1, , following a bank foreclosure on the company's headquarters and tower site in Newport, driven by ongoing financial struggles in a small market with limited advertising revenue. This closure, influenced by broader post-2008 economic consolidation in radio, eliminated vital and event coverage, forcing advertisers to national platforms and leaving the Lincoln County area without dedicated commercial signals for months. The licenses were later surrendered or reassigned, with no immediate revival. Another significant loss occurred in 2025 with KDUN (1030 AM) in Reedsport, a 50,000-watt station owned by syndicated host Delilah's Big Shoes Productions. Revived in 2021 after years off-air, it focused on from the 1960s-1980s and local community engagement, drawing on Delilah's personal history starting her career there as a teenager in 1974. Despite efforts to rebuild, the station signed off permanently on May 20, 2025, citing insufficient listener and advertiser support in the declining rural market, compounded by competition from . The shutdown impacted local advertising, particularly for small businesses in the Umpqua Valley, and led to the license surrender to the FCC, with the frequency potentially available for reallocation.

Defunct Non-Commercial and Educational Stations

Non-commercial and educational radio stations in , often operated by schools, colleges, or nonprofit organizations, have historically focused on instructional programming, student training, and . These stations, licensed under the FCC's Non-Commercial Educational (NCE) class, faced unique challenges such as limited from and donations, reliance on volunteers, and from larger public broadcasters like . Over the decades, several have ceased operations due to budgetary constraints, shifts in educational curricula, or failure to meet FCC renewal requirements, contributing to a landscape where only a handful of active NCE stations remain in rural and small communities. A prominent example is KEPO (92.9 FM), a low-power station owned and operated by the Eagle Point School District in Eagle Point, . Signed on February 3, 1976, at 89.1 MHz with 10 watts as a student training facility, it later relocated to 92.9 MHz in the before going defunct in 1999 amid declining school resources for extracurricular media programs. Another case is KSHY-LP (94.3 FM) in Newport, licensed to the Sacred Heart of Jesus Educational Association, which broadcast religious and educational content as an NCE low-power FM station until it went silent on June 30, 2012, when its license was relinquished, reflecting broader difficulties for small nonprofit broadcasters in maintaining operations.
