Systems development life cycle

The systems development life cycle (SDLC) describes the typical phases and progression between phases during the development of a computer-based system; from inception to retirement. At base, there is just one life cycle even though there are different ways to describe it; using differing numbers of and names for the phases. The SDLC is analogous to the life cycle of a living organism from its birth to its death. In particular, the SDLC varies by system in much the same way that each living organism has a unique path through its life.[2][3]
The SDLC does not prescribe how engineers should go about their work to move the system through its life cycle. Prescriptive techniques are referred to using various terms such as methodology, model, framework, and formal process.
Other terms are used for the same concept as SDLC including software development life cycle (also SDLC), application development life cycle (ADLC), and system design life cycle (also SDLC). These other terms focus on a different scope of development and are associated with different prescriptive techniques, but are about the same essential life cycle.
The term "life cycle" is often written without a space, as "lifecycle", with the former more popular in the past and in non-engineering contexts. The acronym SDLC was coined when the longer form was more popular and has remained associated with the expansion even though the shorter form is popular in engineering. Also, SDLC is relatively unique as opposed to the TLA SDL, which is highly overloaded.

Depending on source, the SDLC is described as different phases and using different terms. Even so, there are common aspects. The following attempts to describe notable phases using notable terminology. The phases are somewhat ordered by the natural sequence of development although they can be overlapping and iterative.
Conceptualization
[edit]During conceptualization (a.k.a. conceptual design, system investigation, feasibility), options and priorities are considered. A feasibility study can determine whether the development effort is worthwhile via activities such as understanding user need, cost estimation, benefit analysis, and resource analysis. A study should address operational, financial, technical, human factors, and legal/political concerns.
Requirements analysis
[edit]Requirements analysis (a.k.a. preliminary design) involves understanding the problem; what is needed. Often this involves engaging users to define the requirements and recording requirements in a document known as a requirements specification.
Design
[edit]During the design phase (a.k.a. detail design), a solution is planned. The plan can include relatively high-level information such as describing the major components of the system. The plan can be include relatively low-level information such as describing functions, screen layout, business rules, and process flow. The design phase is informed by the requirements of the system. The design must satisfy each requirement. The design may be recorded in textual documents as well as functional hierarchy diagrams, example screen images, business rules, process diagrams, pseudo-code, and data models.
Construction
[edit]During construction (a.k.a. implementation, production), the system is realized. Based on the design, hardware and software components are created and integrated. This phase includes testing sub-components, components and the integration of some components, but typically does not include testing at the complete system level. This phase may include the development of training materials including user manuals and help files.
Acceptance
[edit]The acceptance phase (a.k.a. system testing) is about testing the complete system to ensure that it meets customer expectations (requirements).
Deployment
[edit]The deployment phase (a.k.a. implementation) involves the logistics of delivery to the customer. Some systems are deployed as a single instance (i.e. in the cloud) and deployment may be ad hoc and manual. Some systems are built in quantity and are associated with manufacturing process and commissioning. This phase may include training users to use the system. It may include transitioning future development to support staff.
Maintenance
[edit]During the maintenance phase (a.k.a. operation, utilization, support) development is largely inactive although this phase does include customer support for resolving user issues and recording suggestions for improvement. Fixes and enhancements are handled by returning to the first phase, conceptualization. For minor changes, the cycle may be significantly abbreviated compared to initial development.
Decommission
[edit]Decommission (a.k.a. disposition, retirement, phase-out) is when the system is removed from use; when it reaches end-of-life.

SDLC phase objectives are described in this section with key deliverables, a description of recommended tasks, and a summary of related control objectives for effective management. It is critical for the project manager to establish and monitor control objectives while executing projects. Control objectives are clear statements of the desired result or purpose and should be defined and monitored throughout a project. Control objectives can be grouped into major categories (domains), and relate to the SDLC phases as shown in the figure.[5]
To manage and control a substantial SDLC initiative, a work breakdown structure (WBS) captures and schedules the work. The WBS and all programmatic material should be kept in the "project description" section of the project notebook.[clarification needed] The project manager chooses a WBS format that best describes the project.
The diagram shows that coverage spans numerous phases of the SDLC but the associated MCD (Management Control Domains) shows mappings to SDLC phases. For example, Analysis and Design is primarily performed as part of the Acquisition and Implementation Domain, and System Build and Prototype is primarily performed as part of delivery and support.[5]
Work breakdown structured organization

The upper section of the WBS provides an overview of the project scope and timeline. It should also summarize the major phases and milestones. The middle section is based on the SDLC phases. WBS elements consist of milestones and tasks to be completed rather than activities to be undertaken and have a deadline. Each task has a measurable output (e.g., analysis document). A WBS task may rely on one or more activities (e.g. coding). Parts of the project needing support from contractors should have a statement of work (SOW). The development of a SOW does not occur during a specific phase of SDLC but is developed to include the work from the SDLC process that may be conducted by contractors.[5]
Baselines
[edit]Baselines[clarification needed] are established after four of the five phases of the SDLC, and are critical to the iterative nature of the model.[6] Baselines become milestones.

The systems development life cycle (SDLC) emerged in the 1960s amid efforts by the U.S. Department of Defense (DoD) to manage complex software projects for military and space applications, such as those in the Project Mercury program, where iterative and incremental approaches were used to handle evolving requirements in life-critical systems.[12] This period was marked by growing recognition of a "software crisis," highlighted at the 1968 NATO Conference on Software Engineering in Garmisch, Germany, where participants documented widespread issues like project overruns, unreliable software, and difficulties scaling development for large systems, such as IBM's OS/360 operating system.[13] The conference report emphasized the need for disciplined processes to treat software production as an engineering discipline rather than ad hoc programming.[13] The SDLC was formalized in 1970 by Winston W. Royce in his seminal paper "Managing the Development of Large Software Systems," presented at the IEEE WESCON conference, which introduced a sequential model—later termed the Waterfall model—outlining phases from requirements to maintenance for large-scale systems.[14] In the 1970s, SDLC adoption accelerated with the rise of structured programming paradigms, promoted by figures like Edsger Dijkstra and the adoption of languages like Pascal, which emphasized modular design and top-down decomposition to improve reliability and maintainability in business and defense applications. Waterfall Model
The Waterfall model represents the foundational sequential approach within the systems development life cycle (SDLC), characterized by a linear progression through predefined phases where each stage must be fully completed and documented before advancing to the next. This methodology emphasizes rigorous documentation at phase gates to verify deliverables and mitigate risks, ensuring a structured handover of artifacts from one stage to the subsequent one. Although often attributed to a strictly one-way flow, the model's originator, Winston W. Royce, highlighted in his seminal 1970 paper the potential need for iterative feedback loops to address uncertainties, though the conventional interpretation prioritizes non-overlapping execution.[22] The structure of the Waterfall model typically encompasses six core phases: requirements analysis, where user needs are gathered and documented; system design, focusing on architectural and detailed specifications; implementation, involving coding and construction; testing, to validate functionality against requirements; deployment, for rollout to production; and maintenance, to handle post-launch updates. Progress flows unidirectionally, with outputs from earlier phases serving as inputs to later ones, and no provisions for revisiting prior stages without restarting the process. Iterative and incremental models represent a departure from linear approaches by emphasizing repeated cycles of development, where each iteration refines prototypes based on stakeholder feedback, and increments progressively deliver functional subsets of the system to enable early value realization.[26] This core concept allows teams to address uncertainties iteratively, building a more robust system through continuous improvement rather than a single, final delivery. A prominent variant is Boehm's Spiral Model, proposed in 1988, which integrates prototyping with explicit risk analysis in a cyclical process consisting of four quadrants per spiral: determining objectives, identifying and resolving risks, developing and testing, and planning the next iteration. The model emphasizes risk-driven decision-making, making it effective for projects with high uncertainty by evaluating alternatives and prototypes at each loop to mitigate potential issues early. Another key variant is the Rational Unified Process (RUP), a customizable framework developed in the late 1990s that structures iterative development across four sequential phases—inception for scoping, elaboration for architecture definition, construction for building the system, and transition for deployment—while allowing multiple iterations within phases to incrementally add functionality. RUP promotes disciplined practices like use-case driven development and architecture-centric design to handle the complexity of large-scale software systems. These models offer several advantages, including early risk identification through prototyping and evaluation cycles, which reduces the likelihood of major failures later in development. They also accommodate evolving requirements by incorporating changes in subsequent iterations, providing greater adaptability than rigid sequential methods.[26] Additionally, they foster ongoing user involvement via feedback on working increments, ensuring the final system better meets end-user expectations. However, iterative and incremental models have limitations, such as the potential for scope creep if iterations continually expand features without disciplined control, leading to delays and budget overruns.[26] They also require higher initial planning overhead to define iteration boundaries, manage resources across cycles, and conduct risk assessments, which can increase upfront costs for less experienced teams. In practice, these models are well-suited for large, uncertain projects like enterprise software, where requirements may shift due to business needs or technical discoveries. For instance, in web application development, an initial increment might deliver essential user authentication and basic navigation, with subsequent iterations adding advanced features like integration with external APIs, allowing progressive enhancement while maintaining usability.[26]Agile and DevOps Models
The Agile model represents an adaptive approach to software development that prioritizes flexibility and collaboration over rigid planning. Originating from the Agile Manifesto published in 2001, it emphasizes four core values: individuals and interactions over processes and tools, working software over comprehensive documentation, customer collaboration over contract negotiation, and responding to change over following a plan.[18] These values are supported by twelve principles, including satisfying the customer through early and continuous delivery of valuable software, welcoming changing requirements, and promoting sustainable development pace.[27] Agile frameworks such as Scrum and Kanban operationalize these principles in practice. In Scrum, development occurs in fixed-length iterations called sprints, typically lasting two to four weeks, during which cross-functional teams deliver potentially shippable increments of the product. Key practices include daily stand-up meetings to synchronize activities, sprint planning to define goals, and retrospectives to inspect and adapt processes.[28] Kanban, by contrast, focuses on visualizing workflow on boards to limit work in progress, enabling continuous flow without predefined iterations and emphasizing just-in-time delivery to reduce bottlenecks.[29] Both frameworks foster empirical process control through transparency, inspection, and adaptation, allowing teams to respond rapidly to feedback. DevOps extends Agile principles by integrating development (Dev) and operations (Ops) teams to enable continuous delivery and deployment of software. Emerging in the late 2000s, DevOps promotes a cultural shift toward shared responsibility, automation, and rapid feedback loops to bridge silos between coding, testing, and infrastructure management.[30] Central to DevOps are continuous integration/continuous deployment (CI/CD) pipelines, which automate building, testing, and releasing code changes multiple times per day. Tools like Jenkins facilitate this by defining pipelines as code, enabling reproducible deployments and reducing manual errors.[31] The combination of Agile and DevOps yields significant advantages in the systems development life cycle, including faster time-to-market through iterative releases and automation, which can shorten delivery cycles from months to hours. Higher adaptability arises from frequent customer feedback and incremental improvements, while improved quality stems from automated testing integrated into every pipeline stage. As of 2024, DevOps practices have been adopted by over 80% of global organizations, making it a standard for the majority of software projects, with elite performers achieving 182 times more frequent deployments than low performers.[32][33][34] Recent developments, as noted in the 2025 DORA report, highlight AI's role in amplifying DevOps performance by enhancing developer productivity and delivery capabilities in high-performing teams.[35] Despite these benefits, Agile and DevOps models present limitations that require careful management. They demand highly skilled, collaborative teams and significant cultural buy-in to succeed, as resistance from siloed organizations can hinder adoption. Additionally, the emphasis on velocity and working software often leads to insufficient documentation, complicating long-term maintenance and onboarding for new team members.[36][37] A representative example of Agile and DevOps integration is microservices architecture in cloud environments, where independent services are developed using Agile sprints for rapid iteration and deployed via DevOps CI/CD pipelines for seamless scaling and updates. This approach allows teams to update specific services without affecting the entire system, as seen in platforms like AWS where microservices enable autonomous deployments across distributed teams.[38]Core Phases
Planning and Conceptualization
The planning and conceptualization phase serves as the foundational step in the systems development life cycle (SDLC), where the viability of a proposed system is evaluated to determine if it warrants further investment and development. This phase involves identifying business needs and conducting comprehensive feasibility studies to assess technical, economic, and operational aspects, ensuring the project aligns with organizational objectives before committing resources.[9] Key activities include forming a project team comprising stakeholders such as analysts, managers, and subject matter experts, and allocating initial resources to support the investigation. The scope, high-level objectives, and success criteria are defined to establish clear boundaries, preventing misalignment later in the SDLC.[39] Feasibility studies during this phase systematically evaluate the project's practicality across multiple dimensions: technical feasibility examines whether the necessary technology and infrastructure are available to build the system; economic feasibility performs a cost-benefit analysis to compare projected costs (including direct, indirect, and intangible expenses) against anticipated benefits (such as revenue gains and efficiency improvements); and operational feasibility assesses how well the system integrates with existing business processes and user workflows. Tools like SWOT analysis (strengths, weaknesses, opportunities, threats) are employed to identify internal and external factors influencing project success, aiding in risk identification and decision-making. A preliminary risk assessment is also conducted to highlight potential obstacles, such as resource constraints or market changes, informing go/no-go recommendations.[9][40][41] Key deliverables from this phase include the project charter, a formal document that authorizes the project, outlines objectives, scope, stakeholders, high-level risks, and resource needs, while establishing the project manager's authority. Additional outputs encompass a preliminary budget and timeline, initial risk register, and feasibility report with recommendations. These artifacts provide a roadmap for subsequent phases, such as requirements analysis, where detailed elicitation builds upon the broad viability established here.[39][42] The importance of this phase lies in its role in aligning the project with organizational goals, mitigating early risks, and preventing scope creep by setting explicit boundaries that guide team activities throughout the SDLC. Effective planning reduces the likelihood of costly rework, as poor initiation often leads to project failures due to misaligned expectations. In 2025, AI-driven tools enhance this phase through predictive modeling; for instance, platforms like ClickUp and Dart utilize machine learning to automate feasibility assessments, forecast timelines, and simulate resource allocation based on historical data, improving accuracy in economic and operational evaluations.[42][39][43] Challenges in planning and conceptualization include balancing ambitious project goals with realistic constraints, such as limited budgets or technological limitations, which can lead to overestimation of benefits if not rigorously assessed. Achieving early stakeholder alignment is equally critical yet difficult, as diverse interests may result in conflicting priorities; strategies like facilitated workshops help mitigate this by fostering consensus on objectives and risks from the outset.[39]Requirements Analysis
Requirements analysis is the phase in the systems development life cycle (SDLC) where stakeholder needs are systematically gathered, analyzed, and documented to establish clear system specifications. This process builds on initial project outlines from planning to define precise "what" the system must achieve, ensuring alignment with business objectives without delving into implementation details. Effective requirements analysis mitigates risks of misalignment and costly rework later in development.[44] Key activities in requirements analysis include eliciting information from stakeholders through structured techniques such as interviews, surveys, and workshops. Interviews allow for in-depth exploration of user needs, while surveys enable broad data collection from diverse groups, and workshops facilitate collaborative brainstorming to uncover shared insights. These methods help identify both explicit and implicit needs, though their effectiveness depends on facilitator expertise and participant engagement.[45] Once elicited, requirements are categorized into functional and non-functional types. Functional requirements specify the system's behaviors and features, such as data processing or user interactions, defining what the system does. Non-functional requirements address quality attributes like performance, security, usability, and reliability, outlining how the system performs under various conditions. This distinction ensures comprehensive coverage, as non-functional aspects often influence user satisfaction and system viability.[46][47] Prioritization follows categorization to focus efforts on high-value elements, commonly using the MoSCoW method, which classifies requirements as Must-have (essential for success), Should-have (important but not vital), Could-have (desirable if resources allow), or Won't-have (out of current scope). This technique aids decision-making by balancing stakeholder expectations against constraints like time and budget. Primary deliverables include the Software Requirements Specification (SRS) document, which details all requirements in a structured format, including purpose, scope, and specific criteria for verification. Use cases describe system interactions from a user perspective, often in narrative or diagrammatic form, while user stories capture concise, agile-friendly summaries of functionality, typically formatted as "As a [user], I want [feature] so that [benefit]." A traceability matrix links requirements to business goals and subsequent artifacts, enabling impact analysis for changes. These outputs provide a verifiable foundation for design and testing.[48][49][50][51] Techniques for refinement include prototyping to validate requirements early; low-fidelity prototypes, such as mockups, allow stakeholders to interact with simulated interfaces, revealing gaps or misunderstandings before full development. Conflicts arising from differing stakeholder views are resolved through negotiation, often involving trade-off discussions to achieve consensus on priorities and scope. In agile contexts, requirements are treated as evolving, maintained in a dynamic product backlog that is refined iteratively through refinement sessions, contrasting with the more static approach in traditional models.[52][53][50] Challenges in requirements analysis often stem from incomplete or ambiguous specifications, which can lead to significant rework and a significant portion of project defects if unaddressed early. Ensuring inclusivity for diverse stakeholders—such as end-users, technical teams, and regulators—poses difficulties, particularly in global or distributed settings, where cultural or communication barriers may exclude key perspectives and result in biased or overlooked needs.[54]System Design
The system design phase in the software development life cycle (SDLC) translates the functional and non-functional requirements gathered during the requirements analysis into detailed technical specifications, serving as the blueprint for the system's construction. This phase focuses on creating architectural frameworks that ensure the system is efficient, scalable, and maintainable, while addressing constraints such as performance, security, and integration needs.[1][55] Key activities in this phase include developing high-level design (HLD), which outlines the overall system architecture, component interactions, and technology stack selection, such as choosing between monolithic or distributed structures like microservices. Low-level design (LLD) follows, detailing the implementation specifics for individual modules, including algorithms, data structures, and interfaces. Additional tasks encompass defining database schemas through entity-relationship (ER) diagrams, creating UI/UX wireframes and prototypes for user interaction flows, designing network topologies for data transmission, and establishing coding standards and API specifications to facilitate interoperability.
