Karamay (also spelled Karamai) is a prefecture-level city in the north of the Xinjiang Uyghur Autonomous Region, People's Republic of China. It is surrounded on all sides by Tacheng Prefecture. The name of the city comes from the Uyghur language and means "black oil", referring to the oil fields near the city.
Karamay was the site of one of the worst disasters in modern Chinese history, the 1994 Karamay fire, when 324 people, including 288 school children, lost their lives in a cinema fire on 8 December 1994.[2]

Subdivisions
[edit]Karamay City has jurisdiction over four districts (区; qū). They are not contiguous as Dushanzi District is located south of the Lanxin Railway and forms an exclave, separated from the rest of Karamay City by Kuytun City. Together with Kuytun City, Karamay City forms an enclave surrounded on all sides by Tacheng Prefecture.

Geography
[edit]Karamay is located in the northwest of the Dzungarian basin, with an average elevation of 400 meters (1,300 ft). Its administrative area ranges in latitude from 44° 07' to 46° 08' N and in longitude from 80° 44' to 86° 01' E and has a maximal 240 km (150 mi) north–south extent and reaches 110 km (68 mi) in east–west width. It borders Hoboksar Mongol Autonomous County to the northeast, Shawan County to the southeast, Toli County and Wusu to the west and Kuytun to the south.
The naturally available water supply in the Karamay area is limited: it mostly consists of two small rivers (the Baiyang River and the Da'erbute River (达尔不特河) flowing into the Dzungarian Basin from the mountains of its northwestern rim. In addition, the city receives water from the Irtysh River, over the Irtysh–Karamay Canal, which was officially opened in 2008.[3]
A number of natural (Ailik Lake) and artificial (Fengcheng, Huangyangquan) reservoirs are located in Karamay's northeastern Urho District; they all are replenished, directly or indirectly, by water from the Irtysh–Karamay Canal.
Climate
[edit]Karamay has an extremely continental desert climate (Köppen climate classification BWk, Trewartha BWac), typified by great seasonal extremes in temperature, varying by 43.0 °C (77.4 °F); with long, very hot summers (for its latitude) and long, severely cold winters with brief spring and autumn in between. The monthly 24-hour average temperature is −15.2 °C (4.6 °F) in January and soars to 27.8 °C (82.0 °F) in July and the annual mean is 8.91 °C (48.0 °F), warmer than most places at the corresponding latitude, due to the long summers. Annual precipitation is 119 millimeters (4.69 in) and the summer months record the most rainfall, despite relative humidity levels averaging around 30%. With monthly percent possible sunshine ranging from 37% in December to 71% in September, sunshine is generous, only occurring less than 50% of the time in November and December and the annual average total is 2,694 hours.

Demographics
[edit]According to the 2010 census, over 80% of Karamay's population are Han Chinese, with minorities such as Uighur, Kazakhs, Mongols and Hui making up the rest. The population of 2010 is 391,008, a rise from the 270,232 of 2000 census. The population density is 50.6 inhabitants per km2.[7] The 2015 population estimate is 401,468.[8]

Economy

In 1955, one of the largest oil fields in China was discovered there. Since then, the city has grown into an oil-producing and refining center.
In 2008, the GDP reached ¥66.1 billion and GDP per capita reached ¥242,391 (US$34,901), ranking first among 659 cities in mainland China.

The name Karamay derives from the Uyghur term for "black oil," qaramay, referring to visible surface oil seeps in the region that were known to local nomads but not systematically exploited prior to the mid-20th century.[7] [8] These seeps, observed near Black Oil Mountain, indicated subsurface hydrocarbons but supported no industrial activity, as the arid Dzungarian Basin environment limited economic pursuits to subsistence pastoralism. Historically, the Karamay area formed part of the vast Dzungarian Basin, a steppe region dominated by nomadic herders from the 18th century onward following the Qing Dynasty's conquest and depopulation of the prior Dzungar Khanate.[9] Pastoral groups, including Kazakh and Mongol tribes, traversed the basin for grazing sheep, horses, and camels, while Uyghur nomads occasionally utilized marginal lands for similar herding amid the surrounding Gurbantünggüt Desert.[10] Permanent settlements remained scarce due to water scarcity and extreme temperatures, with human activity confined to seasonal migrations rather than fixed agriculture or extraction industries. Systematic geological exploration was minimal until the early 1950s, when Soviet geologists, under joint China-Soviet agreements, conducted surveys across Xinjiang, including preliminary assessments in the Dzungarian Basin that identified mineral potentials but yielded no major oil strikes before independent Chinese efforts intensified.[11] These pre-1955 investigations, involving over 80% Soviet-led teams in some Xinjiang projects, focused on broad resource mapping amid post-World War II technical exchanges, yet the region's remoteness preserved its nomadic character until resource-driven development.[12]Oil discovery and early development (1955–1980s)

Karamay is situated in the northern Xinjiang Uyghur Autonomous Region of China, within the southwestern portion of the Junggar Basin, at coordinates approximately 45°35′N 84°53′E. The city lies about 312 kilometers northwest of Ürümqi, the regional capital, enhancing its relative isolation amid the expansive basin. Winters are prolonged and harsh, with sub-zero temperatures persisting for months, while summers bring intense solar radiation and heatwaves. Local meteorological records indicate high diurnal swings, exceeding 15–20°C daily in transitional seasons, driven by clear skies and low cloud cover. Snowfall is rare but possible in winter, contributing to occasional freeze-thaw dynamics despite overall dryness.[29][30] Prevailing winds from the northwest, often gusting over 20 m/s in spring, exacerbate dust mobilization across the Junggar Basin's sandy terrains. Dust storms are recurrent, particularly March–May, with events like severe outbreaks documented in recent years, carrying particulates that reduce visibility and deposit sediments. These patterns, tied to pressure gradients over Central Asia, show interannual variability, with stronger El Niño phases correlating to increased frequency.[31][32] Such climatic rigors constrain surface operations, including oil infrastructure, where freeze-thaw cycles in winter risk pipeline stress and seasonal dust abrasion accelerates equipment wear, necessitating insulated designs and frequent inspections to mitigate thermal contraction and particulate damage.[33]Natural resources and geology
The Karamay region occupies the northwestern margin of the Junggar Basin, a large intracontinental sedimentary basin in Xinjiang, China, featuring Mesozoic and Cenozoic clastic deposits overlying Paleozoic basement rocks deformed by Hercynian orogeny. Primary hydrocarbon reservoirs occur in Late Carboniferous to Middle Triassic sandstones and conglomerates, with source rocks in underlying Carboniferous marine shales and Permian lacustrine mudstones, as evidenced by geochemical analyses of produced oils indicating mixed marine-terrestrial origins.[34][35] Seismic data reveal structural traps formed by thrust faults and anticlines along the basin margin, where tectonic compression during the Late Paleozoic facilitated hydrocarbon migration into permeable fluvial-deltaic facies.[26] Proven oil reserves in the Karamay Oilfield exceed 1.76 billion metric tons of geological reserves in place, concentrated in the Triassic Karamay Formation's coarse-grained sandstones, which exhibit high porosity due to early diagenetic cementation and later fracturing.[36] Drilling and well log data confirm these reservoirs' viability, with net pay zones averaging 10-20 meters thick in fault-bounded compartments, supported by seismic reflection profiles showing conformable layering disrupted by basin-inversion tectonics. Associated natural gas reserves in the broader field area total approximately 62.93 billion cubic meters, often co-produced from similar Permian-Triassic intervals.[36] Historical surface oil seeps, documented since ancient times and verifiable through hyperspectral remote sensing of altered hydrocarbons in outcrops, indicate long-term leakage from overpressured traps, particularly along the Karamay Fault Zone.[37] Minor mineral resources include coal seams in Jurassic strata and trace evaporites, but these lack economic scale compared to hydrocarbons; basin tectonics, involving multi-phase rifting and inversion since the Permian, have enhanced deep reservoir yields via fault reactivation, as revealed by recent deep-well penetrations into Carboniferous volcanics exceeding 5,000 meters.[38][39][26]Administrative divisions
Districts
Karamay is divided into four districts: Karamay District, Baijiantan District, Dushanzi District, and Urho District. These administrative units emerged in response to the population influx and industrial expansion following the 1955 oil discovery, with the city established in 1958 as a county-level administrative entity and later upgraded to prefecture-level status in 1990 to better govern the dispersed oil-related developments across the Junggar Basin.[19][40] Karamay District functions as the urban core and political center, housing the municipal government and headquarters of key petroleum entities like China National Petroleum Corporation Xinjiang Oilfield Company. It spans approximately 5,351 km² with a 2020 population of around 337,000, concentrating residential, commercial, and administrative activities in a compact urban area amid surrounding desert terrain.[19][41] Baijiantan District primarily supports industrial operations, including petrochemical processing and logistics, leveraging its position for heavy industry governance. Covering expansive arid lands, it had a population of about 100,000 as of recent estimates, with boundaries encompassing salt flats and production facilities that facilitate resource extraction coordination.[2] Dushanzi District, located south of the Lanxin Railway, oversees refining and chemical industries, centered around the Dushanzi Petrochemical Complex. Its non-contiguous position relative to other districts reflects specialized jurisdictional needs, with a 2020 population of 69,361 across 183 km² in key subdistricts, focusing on industrial zoning and worker housing.[42][41] Urho District manages peripheral rural and exploratory areas, including remote oil fields and natural landmarks like yardang formations, serving as a buffer for environmental and extractive governance. The Karamay High-tech Industrial Development Zone, upgraded to national status in June 2022, spans 60.53 square kilometers across three designated regions to foster advanced manufacturing and innovation.[44] This zone emphasizes clustering in high-value sectors, including petrochemical derivatives and emerging technologies, to leverage the city's oil resources while promoting industrial efficiency through state-coordinated infrastructure and land allocation.[45] In 2023, Karamay was selected as one of Xinjiang's inaugural hydrogen energy demonstration zones, accelerating development of hydrogen production, storage, and application infrastructure.[46] The city's hydrogen energy action plan, released in October 2024, targets establishment of hydrogen-chemical demonstration facilities, a zero-carbon data center, and zero-carbon urban pilots by integrating wind-solar hydrogen production with existing energy systems.[47] These initiatives include projects like the hydrogen energy peak-shaving power station for new energy storage, supporting industrial partnerships in green hydrogen metallurgy and power generation.[48] The zones offer targeted incentives, such as subsidies up to 5 million yuan for hydrogen-related key industries, aligned with Xinjiang's broader policy framework for new energy transitions.[49] Foreign collaborations, including South Korean investments in intelligent computing within the development area, underscore efforts to attract technology transfers for sustainable diversification beyond traditional petrochemicals.[50]Demographics
